Otherwise I would assume you did not change the theme or plugin. For example, this latest version is slightly different than this recent version – both are 1.0.7, but there’re some modifications at inc/setup.php. It was modified but ver remained the same.
FYI, I did not use the myticket-plugin.zip from http://themes.kenzap.com/myticket/ because the version number that I’ve been using all this while from Envato has the same version number as the one stated here. You did not change any files in myticket-plugin.zip, right?

Answering your questions:
Plugins, themes version numbers are only used for representational purposes. Whenever we provide you with new files there changes done. You can use specialized software like Code from Microsoft to check yourself what exactly is changed.
We only increase version numbers when we publish official releases. Increasing version numbers while providing individual support to you will confuse other forum participants and plugin users. Version numbers can be only increased once the last stable version is released.
